If you are looking for a free tool to modify your photos and images, look no further. Adobe Photoshop Express is really cool. It gives you a free “lite” online version of Photoshop which is what the pros use. I have an older version of Photoshop and it's the best photo editing/design software I've used.
Once you create an account, (you'll need Flash Player 9, but that's a free download) you'll get 2GB of storage for free. You can upload your photos and do all your photo editing online. Things you can do include, adjust the exposure, crop, rotate, adjust saturation, white balance, highlight, hue, etc. I especially like the preview bar on the top of the screen that lets you see what the image looks like with varying degrees of change.
